Help with making an image to burn onto an EPROM

HELP!
I have some Atari 7800 cart PCB's that are designed for 48K games but usiung a 27512 EPROM
I need to split a 48k bin file to use on a 64K EPROM,
The instructions I have are as follows:

I have not tried anything but 27512's, you need to use the first 32K, leave the next 16K blank and use the last 16K (48K total).
Also, how do I go about doubling up a 32K file to fill the 64K? or a 16K x4 image?

Not sure about the 48k issue but you can double the 32k image up by copying it twice to an output file.
From a command prompt in Windows:
copy /b file1.bin+file2.bin output.bin

Use HxD to split in this way on the tabs.
Extras - File Tools - Split file
and follow the instructions.

Use UNIR MY BIN to join the 2 files of 32kb (at symbol MsDos system).
Just copy the two files along with this in an empty folder and double-click it.
